With reference to your secret letter No.10246/
1914 of the 20th instant I am directed by Secretary
Sir E. Grey to transmit to you herewith, to be laid
before the Secretary of State for the Colonies, copy
of a letter from the Hongkong and Shanghai Banking
Corporation, dated the 19th, and of a telegram from
His Majesty's Minister at Peking of the 23rd instart,
regarding the proposed loan to the Canton Government.
Subject to the concurrence of Mr. Harcourt, Sir
E. Grey proposes to approve the suggestion to employ
for this purpose the Two million pounds earmarked for
salt reorganisation under the loan agreement.
